I never heard of anyone lightly sanding a plastic model to help paint adhesion. The best thing to do is to carefully wash the plastic parts in water and a little liquid detergent ( preferably Dawn). This removes the release oil sprayed on the molds before the plastic is injected. Sanding may erase the fine details on some models i.e. rivets, panel lines etc.
A primer is also recommended for most models but don't get too heavy with the paint as this will cover up fine details also.
